I know that this will sound fluffy, but it's something I've been working with for about a year now, and at the very least, I've proved that it's possible to myself.
Since it will sound fluffy, I have posted my spiel on pocket dimensions here.
Pocket dimensions... Personal spaces within astral space. I first heard about them on another psionics forum a couple years ago, where someone mentioned they were making an astral thing of sorts that they could go to for training and such. I think it was on PsiNet or some other site, I don't recall. All I know is that people were projecting to said place and training combat abilities.
It wasn't until about the middle of last year I actually experimented with pocket dimensions. I am a fan of roleplaying games, so I designed mine the way I would if I was a DM designing a campaign - I made maps, wrote things down on paper, typed stuff up, and even interacted with it.
Eventually, Daowen, as I called it, started responding back. The denziens created there, along with my "alts", friends I already had artificially constructed, were interacting with each other. I investigated, and found that in a certain corner of astral space, I could access Daowen via projection.
I'm able to project almost instantaneously, so I was able to go to Daowen often. Eventually, I had "friends" come see my creation, and such members, like SilentDragon10, could see Daowen on the astral.
What's more, this pocket dimension had continued to grow and prosper, and became self reliant. I know this because I took a six month break from Daowen, and noticed that when I returned a few weeks ago, it was bigger, more detailed, and even more populous.
My method of creating a pocket dimension will follow this sentence. It may sound weird, even schizotypal, but it works.
Design your world, however much you want. Focus upon it, interact with it as if it were there. Design more, interact more. Eventually, it will interact with you without your initiative. That is when you can project to it, and interact with all that is there however you wish. You can still modify it at this time, and do whatever you want with it.
But, to my knowledge, once created, it cannot be destroyed.
