Many people assume that all psychical effects are a function of moving matter ("heat is just a moving the matter on a molecular level, and cooling it is just stooping that movement").

So you are assuming that TK is the answer to all physical effects in psionics?
How exactly do you explain Moving something for Healing?

TK with fire/plasma means Moving Fire. It does not indicate heating something up.
Heat is a vastly different kinetic energy effect then movement.

Kinetic energy comes in various formats.
There is the obvious movement of an object from one point to the next. Heat, vibration, and sound are all forms of kinetic energy as well. All are moving matter, but each in a different format.

Longitudinal waves are the action of compressing a clump of molecules, which then press into the next clump. The next clump compresses and the first one decompresses back to their normal state. This continues until all of the energy is dissipated out to heat. Fluid material, like liquids and gases, are only capable of carrying Longitudinal waves. Sound is a Longitudinal wave.
Transverse waves vibrate at a ninety-degree angle from the length of the material on which the wave travels. Imagine plucking a guitar string, each section will flux at a ninety-degree angle to the strings normal placement. This continues until the all the energy dissipated out to heat or sound.
Solids area capable of carrying both Longitudinal and Transverse waves.
However the denser a material is the less it is able to carry Longitudinal waves, and the better it carries Transverse waves.
Heat is molecular vibration, which crates a “twitching” in the molecule as it gains energy. All matter; even extremely small pieces like electrons and photons; can absorb, carry, and give heat. This is the most simplistic form of kinetic energy known.

And how do you plain to use Psionic Energy to lessen the amount of Heat Energy; without adding more Energy into the system effected?

The same way a refrigerator works? You give it electricity and energy and it still manages to cool things down. There are lots of ways this can be explained. You don't put energy INTO something to make it cool down; you take it away.

You could add more of a different form of energy while removing heat.

Look up the mechanics behind laser cooling, which has been used to create super-cold condensates such as the 2 new states of matter recently discovered.
It may contain an answer as to how psi could be used to reduce temperature.

well a refrigerator works by compressing a gas into a liquid, which will then release heat out the back, then evaporating that liquid, which will absorb the heat of the inside of the refrigerator. Electricity is mostly used for the pumps to send the fluid in a cycle between the condenser and the evaporator.

Basically it moves energy. You might be able to do this with psi, too. Possibly with a way similar to Winged Wolf's suggestion.
