Alright you guys. This is my own tried and true method for literally dissolving a storm. It broke a typhoon AND a hailstorm at the same time monday night. I do recommend that you not mess with the weather too much though, for example only doing it if your parents are about to die in a typhoon/hailstorm on the freeway (just like mine were, coincidentally, and with me in the car too).
Anyways, focus and find your "center" (sounds better than "meditate"). Then form an energy link with as much of the storm as possible, and if you really cant do it, try for just the area directly overhead. The next step really sounds lame if I just say "be the storm", but you really should try to feel whats going on in the storm on a personal level. And then calm yourself, fast and hard (visualization methods to help would be to focus all your thoughts [without breaking that link you made or leaving the storm presence state] on a calm lake or a gently flowing stream). And after that just hold your thoughts there, the longer you do the more the storm will slack off and if you hold it long enough it will stop altogether.
The storm may come back a little later (like the typhoon did), so try to be careful how much or how little you affect the storm by.

There is a really similar technique in the radionics community called cloud busting for this too, and is strangely effective for dissolving or just segmenting off large clouds...
Though I don't endorse the site or zany reptilian theories, I first found it here a few years ago:
